Twenty Thousand Crore for Small Reactors

NEW DELHI: The Union Budget for 2025-26 put twenty thousand crore rupees behind small modular reactors. The number that tells an Indian manufacturer whether to tool up for them is not that one. It is 833.

The Press Information Bureau’s research unit published Nuclear Energy Technology in India on 28 August 2026, explainer number 159731, drawing on the Department of Atomic Energy, BARC, NPCIL, the Indira Gandhi Centre for Atomic Research and the Nuclear Fuel Complex. Read as a business document rather than a science one, it describes a manufacturing order book being assembled in public.

Why the size of the units matters

India runs 24 reactors totalling 8.78 GW — an average of 366 MW a unit. It is building nine units totalling 7.5 GW — an average of 833 MW. Blitz India computed both. The reactors under construction are, on average, more than twice the size of the operating fleet. Every heavy forging, pressure vessel, steam generator, coolant pump and over-dimensional transport contract scales with that shift, and the suppliers who can meet the larger specification are a different and shorter list than the ones who met the old one.

Ten indigenous Pressurised Heavy Water Reactors have been approved in fleet mode — fleet mode being, in procurement terms, the difference between ten separate projects and one repeated one. Pre-project activity has been cleared for two 500 MW Fast Breeder Reactors.

Twenty thousand crore, and a factory problem

The Nuclear Energy Mission announced in the Union Budget for 2025-26 carries ₹20,000 crore for the research, design, development and deployment of indigenous Small Modular Reactors. Three designs are named — the BSMR-200, rated 220 MWe and designed jointly by BARC and NPCIL; the 55 MWe SMR-55; and a High-Temperature Gas-Cooled Reactor for hydrogen production. The stated aim is at least five indigenous SMRs operating by 2033. The SHANTI Act, 2025 is named as the instrument enabling greater private-sector participation.

The commercial logic of a small modular reactor is that it is built in a factory and assembled on site, which turns a civil-engineering programme into a production run. Repetition is where the cost comes out. That is precisely the kind of work Indian heavy engineering has been good at, and the nearly 90 per cent indigenous content achieved on the Prototype Fast Breeder Reactor at Kalpakkam — which attained first criticality in April 2026 under the Indira Gandhi Centre for Atomic Research, working with Indian industry — is the proof of capability that a supplier board will want to see before it commits capital.

What a supplier still cannot plan against

The explainer does not publish a year-by-year commissioning schedule for the nine units under construction, and it does not state the patent or licensing position on the BSMR-200 design. Neither is asserted here. Both are the sort of thing a board asks before approving a new heavy-fabrication line.

The suggestion is a small one and it is about disclosure. Five reactors by 2033 and a hundred gigawatts by 2047 are procurement statements as much as energy ones. If the Department of Atomic Energy and NPCIL were to publish a rolling calendar — unit, site, capacity, expected year of criticality, expected year of commercial operation, revised annually — Indian manufacturers could size their capacity against dates rather than against announcements. The industrial capability has been demonstrated. What has not yet been published is the schedule it is meant to serve.
