NEW DELHI: Approved investment under the India Semiconductor Mission now stands at ₹1,65,685 crore across 12 commercial facilities in six States. Three are operational. For anyone modelling this sector, the ratio of approvals to operating plants is the only metric that matters right now.
The Union Cabinet has separately cleared Semicon 2.0 with an outlay of ₹1,27,500 crore, and two further projects — Crystal Matrix, an integrated compound-semiconductor fab and ATMP facility at Dholera, and Suchi Semicon, an OSAT unit at Surat. Micron’s assembly, test, marking and packaging plant at Sanand, inaugurated on 28 February 2026, was the first facility of the current cycle to begin operations. The Tata-PSMC fabrication plant at Dholera is under construction, with first silicon targeted for December 2026.

The investment case rests on the back end before the front end, and that is the deliberate design. ATMP and OSAT plants have shorter build cycles, lower capital intensity per unit of employment and far more forgiving yield economics than a wafer fab. They are also where the workforce is made: a technician who has run a packaging line to specification is the input a fab needs and cannot import at scale. The concentration in Gujarat — Dholera, Sanand and Surat — is an advantage in cluster terms, since gases, chemicals, clean-room contractors and skilled labour are shared, and a disadvantage in concentration-risk terms that a portfolio manager should price.
Watch four things over the next four quarters. First, whether Dholera’s December first-silicon date holds, and if it slips, whether the slip is measured in months or quarters. Second, utilisation and yield disclosures from the operating ATMP plants, which are the earliest honest read on execution. Third, the depth of the domestic supplier tier — whether Indian firms begin supplying specialty gases, substrates and photomasks rather than importing them, because that is where the value-add and the durability sit. Fourth, order books: a fab without committed offtake is a very expensive building. India has bought itself a credible second attempt with Semicon 2.0’s outlay, and in an industry where most national entrants have needed one, that is a sound use of fiscal space.
