53.5, and Where the Softness Sits

NEW DELHI: The HSBC India Manufacturing PMI eased to 53.5 in July from 54.2, the slowest expansion since August 2021. The headline invites gloom. The component detail points somewhere quite specific — and it is not the export order book.

Two things are true at once in this survey, and most readings of it hold only the first. Output and new orders continued to rise — anything above 50 is expansion, and 53.5 is a solid rather than a marginal number — but overall sales grew at one of the slowest rates in more than four years, with hiring slowing alongside. Against that, new export orders strengthened, and the panel named the sources: firmer demand from Kenya, Egypt, South Africa, the UAE, Indonesia, Thailand, Nepal and Canada. Read the two together and the softness locates itself domestically. Indian factories are not losing foreign customers. They are waiting on domestic ones.

Above fifty, but slowing: a PMI of 53.5 still signals expansion. What changed in July was the pace, and the pace slowed on the domestic side of the order book.

The export order book strengthened on demand from Nairobi, Cairo, Jakarta and Dubai. That is not the profile of an economy losing competitiveness.

The GST split published for July supports the same reading from a different data source: domestic transaction revenues grew 10.1 per cent while import revenues grew about 29 per cent. Domestic demand is expanding at a respectable but unspectacular pace, while a meaningful share of incremental consumption is being met from abroad. For a manufacturer, that combination shows up as an order book that is growing more slowly than the market it sells into — which is the precise experience the PMI panel is describing. It also explains why hiring decelerated: firms add shifts against domestic visibility, not against export orders that may be seasonal.

The constructive framing is that this is a demand-composition problem rather than a capability problem, and the levers are already in motion. The export markets named in the survey are, almost item for item, the corridors India has been building trade architecture around — Africa, West Asia, Southeast Asia. Sustained demand from Kenya, Egypt, South Africa and the UAE is evidence that the diversification strategy is producing orders, not just memoranda. On the domestic side, the RBI has FY27 inflation at 5.0 per cent and growth at 6.7, with a peak in price pressure expected in the third quarter and moderation after; if that path holds, real household purchasing power improves into the second half of the financial year, which is when domestic order books would be expected to firm. The number to watch is not next month’s headline PMI. It is whether domestic new orders converge upward towards the export line.
