Santiago and the Fifth Round

NEW DELHI: India has signed a great many trade agreements lately. The one still open is with a country of twenty million people at the far end of the Pacific — and it is open because of what is under the ground there.

The Ministry of Commerce and Industry said on 30 August 2026 that India remains committed to concluding negotiations on a Comprehensive Economic Partnership Agreement with Chile within this year, “with the aim of delivering a balanced and mutually beneficial framework that provides equitable and commercially meaningful outcomes for businesses on both sides”.

The occasion was a meeting in Santiago on 26 August between Commerce Secretary Shri Rajesh Agrawal and Ms Paula Estevez Weinstein, Vice-Minister of International Economic Relations of Chile. The Secretary, the Ministry said, highlighted the potential for cooperation in healthcare, pharmaceuticals, energy, minerals, agriculture, machinery and engineering, and noted that the proposed agreement would open new avenues for trade and investment while fostering cooperation in technology, talent and resilient supply chains.

Why a secretary flies to Santiago

A commerce secretary does not cross the Pacific to exchange courtesies. Four formal rounds of negotiation have been held; the last was in New Delhi in December 2025, and negotiators have since been working from a third draft. Talks paused around Chile’s elections, and the incoming administration completed its own review before indicating a willingness to resume. A visit at secretary level is what unblocks that kind of pause — it converts a technical stand-still into a political date.

The word in the Ministry’s own list that carries the most weight is minerals. Chile is among the world’s largest producers of copper and holds a very large share of global lithium reserves. India’s battery manufacturing, its solar supply chain and its electronics assembly all consume both. An agreement that settles rules of origin, investment protection and offtake arrangements for those materials is a different kind of instrument from one that merely lowers tariffs on garments.

What an existing preference already tells us

India and Chile are not starting from nothing. A preferential trade agreement between them has been in force for years and was once expanded. What a preferential agreement does is cut tariffs on an agreed list. What a comprehensive economic partnership agreement does is different in kind: it takes in services, investment, government procurement, standards, dispute settlement and rules of origin. It is the difference between a discount and a legal architecture.

For an Indian pharmaceutical firm, the operative clause will not be the tariff line. It will be whether Chilean regulatory approval recognises Indian manufacturing certification, and how quickly. For an engineering exporter it will be whether the rules of origin permit Indian value-addition on imported inputs. Those are the clauses that take four rounds and a third draft.

• Standards, certification and mutual recognition.
• Government procurement access.
• Dispute settlement machinery.

The corrective note

India’s recent record on trade negotiation is strong, and the Ministry’s stated intention to close this year is a reasonable one on a text at its third draft. Two things would help the business reader plan against it, and neither costs the negotiation anything.

The first is a published round calendar. Exporters and importers cannot time investment against “within this year”; they can time it against a fifth round with a date. The Ministry publishes round outcomes; publishing the next round’s scheduled window as well would let a firm decide whether to commit capital this quarter or next. The second is a sector-wise consultation note. Where minerals are the substance of a negotiation, the Indian battery, solar and electronics industries have offtake horizons measured in years, and an early indication of the shape of the minerals chapter — even at the level of principles — would let them plan. India has done this well before. Doing it here would turn a diplomatic milestone into an industrial one.
