110.2 to 110.0, and Why That Decimal Matters

NEW DELHI: Wholesale inflation eased nine basis points in July. That is not the story. The story is that the index itself went down — for the first time since the series was rebased.

India’s Wholesale Price Index rose 9.78 per cent year on year in July, against 9.87 per cent in June, on provisional data released by the Ministry of Commerce and Industry on 14 August. A nine-basis-point move in a headline running near ten per cent is, on its own, statistical noise. Go one line down the release, to the index level itself, and the month reads differently: the all-commodities index for July stands at 110.0 against 110.2 in June. Prices at the factory gate and the mandi did not merely rise more slowly. In aggregate, they fell.

That is the first month-on-month decline recorded since the wholesale series was rebased to 2022-23. It matters because a year-on-year rate can fall for two entirely different reasons — because prices are cooling now, or because they were unusually high in the same month a year ago and the base is doing the work. A sequential fall removes the ambiguity. Whatever the base effect is contributing, something eased in July itself.

What WPI actually measures: the first point of bulk sale, not the shop counter. The index fell from 110.2 in June to 110.0 in July — a first for the 2022-23 series.

Fuel and power inflation fell from 27.41 per cent to 20.05 — a 736-basis-point collapse in one month. Every other major group went the other way.

Disaggregate it and the whole of the improvement sits in one place. Fuel and power inflation fell from 27.41 per cent to 20.05 — 736 basis points in a single month, and by a wide margin the largest movement in the release. Every other major group moved the other way: primary articles accelerated from 7.0 per cent to 8.52, manufactured products from 7.48 to 8.29, and the WPI Food Index from 6.14 to 6.65. In other words, the fall in the headline rate is an energy story, and the underlying price pressure in food and in manufacturing actually intensified.

For a company treasury or a lending desk, that composition carries the practical signal. Fuel and power is the group most exposed to global crude, which has been near $89 a barrel — a reversal there would put the headline straight back up, because nothing else in the release is helping. Manufactured-product inflation at 8.29 per cent, meanwhile, is the number that eventually reaches the shelf, since wholesale manufacturing costs pass through to retail with a lag of roughly one to two quarters. The constructive reading is that India now has a break in the sequence for the first time in this series, and a clear map of what would extend it: stable energy import costs, a monsoon that fills the second half of the kharif, and continued input-cost relief in metals. The way to watch it is to read the index level alongside the rate. One of them tells you about last year. The other tells you about last month.
