Wednesday’s Print, and the Index Nobody Watches

NEW DELHI: Consensus for July retail inflation sits near 4.5 per cent. A less-quoted gauge of essential commodities rose 4.1 per cent year on year in the same month — the sharpest reading in its entire series. The gap between those two numbers is the month’s real story.

Bank of Baroda expects headline consumer price inflation of about 4.5 per cent for July, with risks tilted upward as food inflation broadens, and core inflation — the measure that excludes food and fuel — contained near 4 to 4.1 per cent, helped by softer international gold prices. Onions, edible oils, rice and pulses are named as the principal contributors on the food side. Improved arrivals of key vegetables offer some relief. Against that, the same house’s essential commodities index rose 4.1 per cent year on year in July, its sharpest increase since the series began.

The transmission line: pulses and coarse cereals were the crops furthest behind on acreage in July, and the ones that move fastest into the retail basket.

Headline inflation tells you what the average basket did. An essentials index tells you what the marginal household felt.

Why the divergence matters to anyone forecasting policy: the two measures answer different questions and can move apart for a full quarter. Headline CPI is a weighted average across a fixed basket, and a weighted average is dominated by the items that carry weight, not by the items that are bought most often. An essentials index tilts towards the second category, which is why it is a better proxy for household sentiment and a worse proxy for what the Monetary Policy Committee will do. The Committee held the repo rate at 5.25 per cent on August 5, kept a neutral stance, raised its FY27 growth forecast to 6.7 per cent and trimmed its inflation projection to 5 per cent, and stated that it wanted greater clarity on the inflation outlook before acting — noting that the increase above target had come largely from food and fuel with little sign of generalisation.

The supply side offers a reason for measured optimism and a reason for care. On the optimistic side, kharif acreage has recovered from about 23 per cent behind year-ago levels in late June to roughly 3 per cent behind at the end of July, reaching about 87.7 per cent of the normal area, and a rainfall deficit that stood at around 11 per cent below the long-period average on August 9 continues to narrow. On the cautious side, the two crop groups still furthest behind — pulses and coarse cereals, down 6 to 8 per cent — are exactly the ones with the shortest and most direct route into retail food prices, and the IMD has flagged below-normal rainfall for August, the month that carries close to 29 per cent of the season’s rain and about a fifth of kharif sowing. For a forecaster, the useful position is to treat Wednesday’s headline as the policy-relevant number, the core print as the test of whether pressure is generalising, and the food line as the leading indicator for the two prints after it.
