Imports Paid Three Times the Tax Growth

NEW DELHI: Gross GST revenue was ₹2.11 lakh crore in July, up 15.4 per cent year on year. Split the figure at the customs frontier and it stops being one number. Domestic collections grew 10.1 per cent. Import collections grew 28.8 per cent.

In rupees: domestic gross revenue rose to ₹1.45 lakh crore from ₹1.31 lakh crore, while revenue from imports rose to ₹66,511 crore from ₹51,626 crore. Net of refunds, the month came in at ₹1.81 lakh crore, up 15.8 per cent. Import-linked GST is now approaching a third of the gross monthly take and is expanding at nearly three times the pace of the domestic base — which means the headline growth rate is being carried by goods crossing a port, not by transactions inside the country.

Tax collected at a port is tax on something bought from abroad. A revenue line that grows fastest there is telling you where the demand went.

Two readings compete, and both are partly right. The benign one is that import GST is a real-time gauge of industrial activity, because a large share of what India imports is intermediate: crude, coking coal, electronic components, capital equipment, chemicals. Factories that are running buy inputs, and inputs pay GST at the frontier. On that reading a 28.8 per cent surge is a leading indicator of production, and the domestic figure will follow with a lag as those inputs become finished goods and are sold. The less comfortable reading is that import GST also rises when finished goods displace domestic ones, and the tax data alone cannot distinguish between the two. The commodity-wise import series can, and it is the sensible next place to look.
The state league table deserves separate attention, because it is where the number becomes operational. Haryana grew 25 per cent in July, Gujarat and Telangana 19, Punjab and Kerala 16, Uttar Pradesh 15, Maharashtra 13 and Karnataka 12 — a roughly twofold spread between the fastest and slowest large states in a single month. Some of that is genuine differential activity and some is compositional: a state with a major port or a concentration of import-dependent industry will show frontier-driven growth that a landlocked consumption state cannot. Reading the two effects apart is exactly the kind of work the year-to-date figure permits. At ₹8,42,905 crore for April to July against ₹7,65,607 crore, the cumulative trend is 10.1 per cent — five points below July alone. That gap is the honest statement of what this month was: a strong month, not yet a strong year.
