Odisha’s $11.5 billion smelter question

New Delhi, 12 September The number is $11.5 billion, and it is a commitment, not a plant. According to the Press Information Bureau release of 12 September 2026, 1:48 PM, on the Prime Minister’s meeting with Sheikh Khaled bin Mohamed, Crown Prince of Abu Dhabi, the two leaders welcomed the announcement by the International Holding Company of the UAE that it will invest that sum in an integrated greenfield aluminium project in Odisha — the largest integrated investment in the Indian aluminium sector so far, the release says, and one expected to make Odisha a global aluminium manufacturing hub.

Integrated is the operative word for an investor. It means the project is meant to run from mine to metal: bauxite, an alumina refinery and a smelter. Of the three, the smelter is the capital-heavy and power-heavy stage, and it is where every integrated aluminium plan in eastern India has been decided — by whether it could secure dedicated generation at a price the metal could bear. The release names no site, capacity, timeline or power arrangement. Until IHC files those, the $11.5 billion is a ceiling on ambition, not a schedule of spending.

The release also records that the leaders saw a role for L’Emad, the UAE’s newest sovereign investment fund, in deepening the partnership, and discussed defence, space, nuclear energy, technology and innovation. For India the gain is an anchor foreign investor in a sector where integrated capacity sits with a handful of producers; one more changes the market’s structure, not just its size.

Malaysia opens Sabah to an Indian consulate

New Delhi, 12 September Malaysia has agreed to a Consulate General of India at Kota Kinabalu in Sabah, Prime Minister Anwar Ibrahim told the Prime Minister at their meeting on the sidelines of the BRICS Summit, according to the Press Information Bureau release. The leaders reviewed the outcomes of the February 2026 visit to Malaysia and took stock of cooperation in trade and investment, defence, semiconductors, infrastructure, the digital economy, energy, fintech, education and tourism.

New Delhi, 12 September The economics of bamboo after its 2017 removal from the legal definition of a tree are set out in a Press Information Bureau research backgrounder of 12 September 2026, 10:55 AM. Schemes supported by NECTAR under the Department of Science and Technology, it says, generate about three crore person-days of work a year and have raised value addition on bamboo products from 10% to 70%; more than 42 lakh square feet of engineered-bamboo structures have been built for disaster relief, and 576 classrooms for about 20,000 children in Chhattisgarh.

Hill-breed genetics, multiplied in Karnal

Karnal, 12 September A Badri heifer calf was born on 11 September 2026 at ICAR-National Dairy Research Institute, Karnal, from an embryo produced by ovum pick-up and in-vitro fertilisation and carried by a Sahiwal surrogate, according to the Press Information Bureau release of 12 September 2026, 11:45 AM. The programme, run with G.B. Pant University of Agriculture and Technology, Pantnagar, since 2023 and funded by the Uttarakhand Council of Biotechnology, has a second calf due within five to seven days and cloned Badri embryos ready for transfer in the next phase.

The economic logic is that an elite cow bred naturally yields one calf a year, while OPU-IVF lets her eggs produce many embryos carried by other cows. For a low-yield hill breed that Uttarakhand has made its state animal, that is the difference between conserving a few hundred animals and improving a herd. The release makes no claim about milk yield from the calf, and none is made here.
