Genesis of the goal

NEW DELHI: The inclusion of a dedicated ocean goal in the 2030 Agenda was not accidental; it was the hard-fought victory of a coalition of vulnerable island nations, scientists, and environmental diplomats who realised that human survival was inextricably linked to the health of the seas.

The predecessor Millennium Development Goals (MDGs) largely ignored marine ecosystems, treating the ocean as an infinite sink. By 2012, at the United Nations Conference on Sustainable Development (Rio+20), the catastrophic collapse of global fish stocks, massive coral bleaching events, and expanding oceanic “dead zones” made it impossible to ignore the crisis any longer.

Small Island Developing States (SIDS), whose very existence depends on surrounding waters, spearheaded the diplomatic push for a standalone goal. They argued that existing frameworks lumped oceans into vague sub-categories, diluting accountability.

When the 17 Sustainable Development Goals were formally adopted in September 2015, SDG 14 (Life Below Water) codified ten specific targets – ranging from ending overfishing and curbing marine pollution to increasing economic benefits for small island developing states.

It legally anchored the understanding that humanity cannot achieve a sustainable planet without healing its blue heart.
