Two Days on the Clock: The India–US Deal at the Last 1%

Blitz India Business

NEW DELHI: The number framing this story is a date: July 24, when a temporary US tariff arrangement is set to expire, now barely two sessions away. Against that clock, India and the United States are reported to be at the “last 1%” of the legal text on the first phase of a Bilateral Trade Agreement — close, but not signed and not published. Reports point to a proposed reduction of the additional US levy from 25% toward 18%, with both sides working the deal against a shared “Mission 500” goal of $500 billion in two-way trade by 2030.

India’s posture has been consistent and, on the evidence, disciplined. Commerce Minister Piyush Goyal, whose team has held ministerial rounds with the US Trade Representative on market access, digital trade and non-tariff barriers, has said India does not negotiate to deadlines — while welcoming an early deal on the right terms. The core demand is competitiveness: terms at least as favourable as rival Asian exporters secure, so Indian textiles, engineering goods, gems and jewellery, pharmaceuticals and electronics do not enter the US market at a relative disadvantage. That is the substance behind the last, stubborn percentage point.

Terms over timing: With the additional US tariff window closing July 24 and a cut from 25% toward 18% reported on the table, India is negotiating for lasting, competitive access across textiles, engineering, gems, pharma and electronics.

In trade talks the last percent is the hardest — it is where the real money sits. The discipline to get it right outvalues the speed to get it done.

By the Numbers

• Deadline: temporary additional US tariff set to expire July 24
• On the table: a proposed cut from 25% toward 18%; first-phase text at the “last 1%”
• Goal: “Mission 500” — $500 bn two-way trade by 2030
• Hedge: a live UK agreement and a concluded India–EU pact diversify the risk

For investors, the read-through runs to export-facing sectors and the rupee. A well-judged agreement lowers the tariff wall for India’s labour-intensive and high-value exporters alike, supporting the earnings base in textiles, auto components, pharma and electronics; an unresolved lapse would leave a stretch of uncertainty around US-bound trade until the next round. Either way, the diversified deal pipeline — a live UK agreement in hand and an EU pact concluded — cushions the single-deadline risk.

The constructive read is that India is negotiating from strength: a fast-growing major economy with alternatives on the table. The way forward is to close on terms that genuinely widen access, then convert that access into orders through competitive logistics, standards and trade finance. For the market, the signal to watch is not the drama of the deadline but the substance of the schedule — the tariff lines that decide which Indian goods win shelf space abroad.
