NEW DELHI: The number that matters here is a date: July 24, when a temporary US tariff arrangement — a 10% additional levy over standard rates — is set to expire, now roughly two sessions away. Against that clock, India and the United States are reported to be at the “last 1%” of the legal text on the first phase of a Bilateral Trade Agreement: close, but not signed and not published. India’s posture has been consistent — Commerce Minister Piyush Goyal has said India does not negotiate to deadlines, while adding he would welcome an early deal on the right terms.

The commercial stakes are large and specific. A first phase would shape the tariffs facing Indian textiles, engineering goods, gems and jewellery, pharmaceuticals and electronics — the categories driving export growth — with talks reported to span market access, digital trade and non-tariff barriers. India’s core demand is competitiveness: terms at least as favourable as rival Asian exporters such as Vietnam secure, so Indian goods do not enter the US market at a relative disadvantage. That is the substance behind the last stubborn percentage point.

In trade talks the last percent is the hardest — it is where the real money sits. The discipline to get it right outvalues the speed to get it done.

Either way, the diversified deal pipeline — a live UK agreement in hand and an EU pact concluded — cushions the single-deadline risk.

The constructive read is that India is negotiating from strength: a fast-growing major economy with alternatives on the table. The way forward is to close on terms that genuinely widen access, then convert that access into orders through competitive logistics, standards and trade finance. For the market, the signal to watch is not the drama of the deadline but the substance of the schedule — the tariff lines that decide which Indian goods win shelf space abroad.
